Ultimately you have to keep running the numbers on different cars, insurance varies on a daily basis depending on companies risk appetite in different segments.
My Eldest sons first car was a Mk2 Toyota MR2, but we were never convinced the insurance company identified it correctly but it was affordable !.

Keep running the numbers itself means you can run into counter fraud/ rate raiding measures and so premiums increase because the system is concerned that you are doing something dodgy.

Insurance is the big factor. Stick to city cars like Citroen C1/Toyota Aygo/Peugeot 107/108 family and VW up/Mii/Citigo family, Kia Picanto/Hyundai i10, Nissan Micra
If she really needs something a bit larger, the basic version s of VWPolo/Fabia/Ibiza and Kia Rio are likely to be low ins.

As she probably won't have a lot of money for maintenance I'd suggest buying Japanese or Korean for greater reliability - Toyota Yaris, Nissan Micra, Honda Jazz, Hyundai i10, etc.
