IMHO... Cahoot, Marcus and Kent Reliance (new platform) seem to be the fastest. Avoid Ford Money and Skipton, nothing happens with them at weekends... not even Internal transfers.

I use the Barclays Rainy Day saver quite a bit for a cash buffer. Instant withdrawals via faster payments and you can setup future dated payments. It used to be much better but its rate is now 3.96% AER on balances up to £5k. Interest paid monthly.

Security codes through email rather than phone (i just like another option and surprised more do not do this…even as a backup in case you cannot use your phone)
Clean simple website
Again like you tried to open a cash isa but unavailable at the moment on their new website (hopefefully that changes soon).
