It looks like i have missed the time frame of POPLA appeal and I am getting "final chance before action" letters. What do I do? They are asking me to pay 100 gbp and letters says they will engage debt collectors and increase fee to 170 gbp

No, you've missed the window, but it doesn't matter because POPLA isn't genuinely independent.
Wait for a Letter of Claim and ignore the powerless debt collector letters in the meantime.

Why on earth do you want to appeal to POPLA? It's close to useless.
Obviously you want the laughable £170 threatograms - so what - bring 'em on! You should already know what to ignore, if you've looked at the pictures in post 4 of the NEWBIES thread.
Don't show us the letters when they come, please. Just read the thread.

Dear all
I was getting lot of debt collector lettesr for planet ice parking fiasco at milton keynes where there was no clear display of parking charges and i genuinely used the space to do ice skating. I am not getting letters threatening imminent legal action and they have increased the fine. I have also temporarily relocated to new york but i have not informed dvla as I am coming back in an year. how do i stop these people from sending these letters? I guess they are directed by premier park. redacted copy of recent letter attached

There is no way to stop letters arriving
You could give them your New York address for the service of papers

Give them your New York address and proof you live/work there but DON'T say it's only for a year.
That will stop them completely.

Thank you will certainly do that and see what happens. But if I do that then they will challenge that my DVLA address is still showing my UK address. I will still be visiting the UK and driving here intermittently
