since the OP has already requested an action in writing - I would suggest that any subsequent damage to the pole (accidental or not) may not have the result the OP desires

There is no conventional ladder used when a pole is classed as D ( it means defective not decay although decay may be the defect )and cannot be accessed by a ladder , if a regular hoist isn’t used a movable scaffold / platform that has a ladders to access it , can be used if there is suitable access for that to be built up , but not vehicle access for a ‘cherrypicker’ , so the ‘they brought a ladder from 100 miles away’ isn’t really the method used .
As stated the image shows illegal attachments (a cctv camera and a what looks a chain holding a gate )
