Is this grounds for a successful Popla appeal? Payment operator changed
Many colleagues and I used a particular car park next to our office since we moved there approx 2 years ago.
The car park payment provider was RingGo.
Last week we all started receiving PCNs. £100 per day each. It turns out that Ringgo no longer are the payment provider but we have receipts confirming we paid Ringgo on the days in question.
Upon inspection yes the signage has changed but is the same colouring as before. The "how to pay" section cannot be seen unless you literally walk right up to it and is quite deliberately very small. Crucially, in my opinion, there was no indication on the app or in the cark park that RingGo was no longer valid.
I have since got an email from Ringgo which states that
"Our Technical Team has confirmed that the location was officially closed on our system on 6 March 2026, following a request from the car park operator. Up until that date, the location remained active and available for use through the RingGo service. If you have received d a PCN, we strongly recommend following the appeal instructions on the back of the notice. Please include this email correspondence as part of your submission; it provides clear documentation of when the service was transitioned."
One by one the appeals are being turned down so it's Popla next. All advice appreciated .

OK so you all need to appeal and cite the Joint Code of Practice as regards 'material changes'.

When were the tickets racked up? Before 6 March 2026 - that’s only 5 days ago?

the tickets are from late Feb but we are expecting some from early March too. We stopped using the car park around 5th March.

You need to certainly use the RingGo email as supporting evidence in the POPLA appeals.
