Question about Dreamweaver CS3?

In Dreamweaver CS3, I have a blank HTML page. I want to draw some layout cells so I go to the layout tab but when I click on "draw layout cell" it wont let me (It's blacked out). I'm guesing I have to be in layout mode for this option to work but how do I get in layout mode?

    1. If you are working in Code view, change to Design view by selecting View > Design, or View > Code And Design. Note: You cannot switch to Layout mode in Code view.
    2. Select View > Table Mode > Layout Mode. A bar labeled Layout Mode appears across the top of the Document window. If there are tables on your page, they appear as layout tables.
