Sounds like the kind or rubbish the Daily Mail put out lol, but most likely the OP has confused the new rules from April 2027 for under-65s.

Or perhaps OP watched Martin Lewis's TV show last night, where the speed and style of presentation often seems to lead to misunderstandings by those who weren't paying close enough attention?

If there have been any changes, I suspect it would be in the treatment of oversubscriptions. From posts here, HMRC have been quite forgiving of the first oversubscription per NI number. It might be that they are now taxing all interest earned by any oversubscription/applying penalties, which they would be perfectly entitled to do.

Out of curiosity, do you recall what the context was?
There's no doubt he's cultivated an image of credibility, while bringing personal finance to the masses (largely successfully), but no individual can reasonably be expected to know everything all the time!

To be clear, the key word was 'image', i.e. how he is perceived by the typical viewer of the TV programme, rather than the less enthusiastic views from those who are to be found on forums like this!
