My understanding is that starting the service within the 14 days doesn't actually negate the customer's right to cancel, but just gives the merchant the right to charge pro rata for what's been provided/used?

Thanks @Woodstok2000 I have used direct debit guarantee to get my money back and my wife has used their online portal to submit complaint. To add they are sending threatening email to my wife saying they will handover the debt to their authorised debt collection agency.
