reinvesting cash held in Stocks and Shares ISA
hi there I sold some shares within my S&S ISA but didn't withdraw the proceeds.
I have since put my full £20,000 allowance in a cash ISA (both in same tax year)
Can I now buy shares in the S&S ISA using the cash held within it (£3000) or not because I aready have full amount in a cash ISA

Since you didn't take it out of the ISA Yes you can invest it inside the S&S ISA.

Yep - assuming you originally contributed to your S&S ISA in a previous tax year, not the same year that you put your full allowance into cash ISA.
