Received a letter saying a notice to keeper was previously sent
Just got back from being away for a week to find a parking charge letter from PCM.
It says it is in relation to a PCN incurred on 22/01/2026. Date of posting this notice was 26/02/2026 and Date this notice is given is 02/03/2026.
Does the fact i never received the first parking charge letter have any effect on the appeal?
I am a delivery driver and I was parked for maybe 5 minutes to do a food delivery at a block of flats. The pics show my car parked and then a pic of the terms which you can barely read from the picture. There is no close up picture of any permit in my window, which i believe the residents have, however I was not parked in a marked space.
I've read the newbie thread. Do I send this appeal?

should I prove evidence of delivery insurance or try to find proof I was delivering?
I know this prob makes no difference and it will be rejected, just double checking what I need to say in my appeal. The template says about not giving any info on who the driver was but then if I say i was doing a delivery isn't that admitting it was me driving?
