Civil Enforcement LTD-Threatening Legal Action

Need some advice on above. Back ground is firstly this goes back to May 2024, I parked in a Council owned park with parking app used for payment. I am not from the area so didn't have he app my sister done this for me. After entering my car reg that i read out to her, unbeknown to her at the time, the app must've glitched and it defaulted back to her own reg and she paid for her own car twice. Once I received the original fine, I appealed (within the time frame) and provided evidence of the 2 payments explaining we didn't know that this had happened etc. Next i heard was "Letter before legal action" that I received in November 2025. I again sent my appeal showing evidence on 12th December 2025 I have now received another letter saying they refuse the appeal and that I have 14 days to make payment.
My main thing now that i hope to use is that they took almost 70 days to acknowledge my appeal and respond. Its states online that they have 56 days- but also that its very clear that 2 cars were paid for, albeit the same reg, but no one is out of pocket the council received 2 payments for 2 parking periods- any help on how to word this in a way that will make them go away would be greatly appreciated! Shall i state if they continue to keep sending me letters I will instruct legal advice etc?
Next question is, if i continue to keep going with this and they send bailiff etc, what can I do? can they forcefully enter my home and take things? Will it go on my credit file?

They won't be going away
Paying the council charges nothing, the council have nothing to do with this saga, its not a council car park
They wont be sending any bailiffs
They will issue a Money Claim sometime in the future, to try to recover the alleged outstanding debts for the alleged breach of the parking contract on that private property ( not council. )
Enforcement may come if you lost in civil court in the future

So, you reckon I should ignore them or send a further letter confirming they are in breach of their appeal terms etc and if they continue sending me letters, I myself will be taking legal action against them?

which car park - are you sure it's a council one?

What do you mean you "paid the Council"? CEL don't act foir councils except at Kent Country Parks so where exactly was this?
