CUP enforcment - Watford opposite Sainsbury's
I read a lot of people have had many issues with this one! I am one of them.
Happened sometime in Novemeber 2025 - still ogoing palaver. Essentially just been infromed by email that this has been past to Direct Collection Bailiffs Ltd and can 'contcat them directly'. Will not do this based on what i've read :)
Didnt read any treads/post amazing advice before getting stuck in - somewhat regretting that now.
The issues:
- Parked on what i thought were double yellow lines to pick up/ drop off, one person stayed in the car, member of public said dont park there becuse you get a PCN and was moved very quickly.
- vehicle owner recieved letter £60 + did a transfer of liability - which they made it sound like we had to do!
- Appeal put in - received email confromation
- transfer technically not acknowledged, but got unpaid full amount fine in Feb 2026
- then really kicked up a fuss - multiple emails and calls no response. Key here is STILL no response to appeal - so thought oh they'll get back to me - they said it can take 35 days. Note - the appeal has never been responded to still - they state it wasnt recived but i have proof i sent it and a copy.
- Then get the final demand in Feb - exactly 14 days later
- more emails more phone calls - advised over the phone to send in post.
- did that - they say its outside the appeal window - but obviously i already did the appeal.
My points in letter :
- cant increase the fine until an appeal judgment has been made
- they didnt follow any of the timelines they said where they say they'll respond in x days they didnt
- no period of grace
- signage not clear
Their reposne: we sent you an outcome in Feb dated same as the full fine letter.
Didn't write the double yellow lines thing becuase only reaslied now from reading.
But basically i still dont have a response to my orginal appeal - this is why i am doubling down becasue they have to respond - they keep insisting they didnt get one and now its outside the windown. Now apparently its been sent to baliffs.
But I can't complain to POPLA because i dont have a code becuase they never sent me an outcome of my appeal.
I'm not sure what to do…
Do i just pay once i get the baliff letter?

I have successfully assisted with claims for this location. It is a notorious trap. If you get a claim then let me know.

Apart from that, either ignore them or complain about the lack of POPLA Code to the BPA.
