CCJ for a parking ticket I have never had correspondence for. What do I do?

I received a letter in January 2026 about a CCJ obtained against me in respect of a PCN issued by a company called Civil Enforcement Limited. It is a PCN from July 2023 and this was the first correspondence I had received regarding anything to do with the parking ticket or fine. I wasn’t aware of a parking ticket from July 2023.

The phone number connected to Civil Enforcement Limited, when called, says I have dialled and incorrect number and cuts off. On their website there is no other contact information.


I contacted the location of where the parking ticket is said to be from (a gym I was a member at) and they gave me an email linked to the company. I have emailed them three times as when I try to appeal on their website it says I am out of the time frame to appeal. The only option for me is to pay the fine which is £310.

I have called Citizens Advice over 10 times and have never reached an operator.

The original letter in January this year was odd as it didn’t include the details of the original ticket but just explained I had a CCJ being held against me. To find the information I had to input PCN and car reg on their website where, like said before, the only option I was given was to pay the fine.

I don’t want to pay the fine as I am not receiving any contact from the company’s, as well as only have heard of the fine/ticket once (Jan 2026) in two and a half years.

What should I do?

    Thanks very much for the help, I really appreciate it as I'm not quite too sure on what to do!

    I'm holding off making any payments as I want to get this sorted and don't think it is fair.

    I actually updated my logbook within 5 months of changing address and have been that address since without any correspondence regarding this fine. Like I think I said, the letter in January 2026 is the first and only letter I have received.

    The CCJ already appears on my credit file but don't know where to go from here.

    I looked at going to the ombudsman but being I don't have any reference I can't do anything.

    Any further advice would be great, thank you!

    Study the CCJ advice in the newbies sticky thread in announcements near the top of the forum, then apply for a set aside etc, based on incorrect service of papers to an old address

    I know you are stressed but I already told you where to read and what to do.

    But that isn't acceptable, you should have done it a soon as you moved, a parking company can only access your details once it looks like everything went to your old address, you are lucky it was only a crummy parking company not an authority.

    You receive a parking charge it wasn't a "fine" as already stated.
