Brandsby Wilson car park at Mexborough Rotherham
Hi my niece parked in this car park with a disabled badge and didn't realise she had to pay a parking fee. She has received a demand for £155 yesterday demanding payment by 6/3/26 but argues she has never received the first initial notice for this which occurred in January, so never had the opportunity to pay the £60 fine. What advice if any can people tell me.

Tell her to also check her V5C registered address: is it showing her old address? That's where the PCN went.

Check the V5C, but it's not unknown for them to fail to post out the first letter on purpose. You are dealing with scammers after all.

Exact same tactics they used on my daughter, 'the missing letters' - I assume it is Minster Baywatch claiming the breach when any alleged contract was actually with Bransby Wilson.
Put a formal complaint to Minster Baywatch (MB) - it is part of their procedures, and the British Parking Associations. MB will likely ignore you. After 14 days, make a formal complaint to the BPA spelling out MBs breaches of the Joint Code of Practice (it can be found on the BPA website and easy to refer to).
In my daughters case the BPA pushed MB to 're-issue' the letters and finally 're-issued' a POPLA code. It is still awaiting the POPLA decision. And do seriously kick off at your MP and the landowner.
