Popla rejection, other options?

Eighth Anniversary Combo Breaker First Post

I received a parking ticket at a Manchester retail park for parking outside of the no parking times and overstaying the 3 hour limit. My car broke down and the earliest the RAC could attend was 3-6 hours. It was 7pm I had been there for 1 hour and I had 2 small children with me. RAC advised to leave the car and they booked a taxi for me to return home.

I spoke with the on-site team and made them aware I had broken down. They said to come back the next day to speak with management which I did. They informed me to send an email to the manager to stop a fine being issued which I did immediately. I receive a reply stating that they could not do anything until I received the penalty notice and once I had it to come back and they would cancel it. Once I received the charge I went back and presented it to the manager who said I don’t know why you’ve been told that we can’t do anything.

I appealed to the parking company who rejected my evidence from the RAC that my car was broken down and could not be moved. I appealed to Popla and they stated that as the signage clearly states no parking in the no parking hours and overstaying staying the 3 hour limit they agreed the penalty was correct.

I appealed with Popla because it said being broken down was a mitigating circumstance and would win the case.

is there anything else I can do or do I now have to pay this charge? I’ve received an email from Popla rejecting the appeal.
