APNR?
Had a letter saying, states 09/01/26 @ 16.33 from LDK Group Ltd. Failed to make valid payment (MNPR) No leave time or photo showing. Just 16.33..
(BPA/IPC members) require a 5-minute grace period for ANPR-monitored car parks. This allows drivers to enter, read signs, and leave or pay without being issued an immediate fine, addressing previous unfair penalty practices
Was nothing on letter saying leaving time. I have apealed to the company photo proof of lethe leave time….

Lots of helpful info and guidance in the NEWBIES Announcement thread pinned at top of page 1, have a read while you wait on LDK's reply.

I am afraid you have some facts wrong here yes there should be a grace period and they say a minimum of 5 minutes depending on the site, however:
There is no "fine", there is no "penalty" this was not "ANPR".
Failed to make valid payment (MNPR) means Manual Number Plate Recognition in other words some goon on foot patrol with a camera has issued the PCN as they didn't see a payment ticket on display, but it has been sent as a Notice to Keeper, instead of a windscreen Notice to Driver.
In cases like this an observation period should be stated on the NTK as you say it isn't acceptable to just have an issue time, you may have been paying at the pay and display terminal, but I suspect the twisted attendant watched what you did and pounced.
But you have appealed they won't accept your appeal, you could try POPLA though you have probably thrown away any easy win, you will end up in the long haul now.
Read the newbies thread at the top of the forum all the advice is there.

@u0021241 hopefully you've read the MSE Guide to Private parking tickets and also read the NEWBIES FAQS thread now, and know NOT TO PAY?
There is no stage when people have to pay a private parking charge (except if a court judge says so, which is as rare as hens' teeth).
This sector is unregulated, acts like the Wild West and you can safely ignore the letters as long as you tell them if you move house and come back if ever you get a Claim Form.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
