You have already been advised what to do.

No.
- By now you've surely read the second post of NEWBIES PLEASE READ THESE FAQS FIRST and already know exactly which letter needs a response?
2. Have other tenants and leaseholders also had this harassment? What are you all doing about it with the MA?
3. What exactly does your tenancy agreement (AST) say about the right to park? Do you have a specific allocated bay marked on a map attached to your AST?
4. Have you only had the one PCN?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

- Later, another tenant joined. They moved in after Link Parking Ltd. was already involved, and the parking permit was arranged for them in accordance with the agency's procedures.
- This had happened once before. I visited the agency, and they replied that we could appeal on the Link Parking Ltd. website ourselves to have the fine cancelled, and they would confirm that we were legal tenants. At that time, we did receive a cancellation notice for the first fine.
- After this incident, I asked the agency about future parking issues. They verbally agreed to issue us permits but never did until this happened. Later, the agency contacted Link Parking Ltd., and their response was that they would absolutely not cancel these two fines. The agency then told us to accept the fines. I cannot accept this response because we did nothing wrong—it was the agency’s fault for not issuing us parking permits. The agency’s explanation was that they cannot interfere with Link Parking Ltd.’s internal operations. Their final reply to me was that if I was dissatisfied with the fines, I should complain to Link Parking Ltd., not the agency.
- Our contract does not explicitly state that we have a parking space, but before renting this place, it was made clear that we could park. I have video evidence of this. When the agency signed the contract with them, only legal tenants were allowed the right to park.
- One final point: during our dispute with the agency, they claimed they were unaware that we had been without parking permits all along, and subsequently issued permits to us retroactively.

OK so you have good evidence and have made every effort to resolve this, which wasn't due to poor conduct or a breach by you.
Tell Link and BW Legal if you move address because you must see every letter.

Maybe you should remind the managing agents that they appointed Link to protect the parking arrangements of the residents that pay their management fees for their services and they should not be allowing their contractor to hassle them because of their ineptitude.
These are invoices not "fines" issued by a profit hungry third party that are trying to make money out of misery caused to residents with a legitimate claim to park there, the management company are not good at making contracts if they do so signing away control of the site they are managing to an outsider!

AS ABOVE …. buy let's talk about the fake amoint. Parking companies, debt collectors and legals seem to think that the fake is law when it's NOT. It is called the OSNER scam named after the owber of a debt collection agency.
The BPA were sucked into this money scam followed by the IPC and it was added to their CoP. The CoP means very little as it's NOT A LAW …. just written by a private industry.
For a so called legal to try and scare you by saying it could cause a problem with your credit rating is just rubbish ,,, they would have to win first and if paid within the time scale given by the judge, NO CCJ AND NO PROBLEM WITH YOUR CREDIT RATING
I have been to court helping people on here 3 times against BWLEGAL., One was for £170 and two for £700, ALL 3 CASES WERE DISMISSED BY 3 DIFFERENT JUDGES, The SCAM amount played a big part
As said, if you hear further with a claim, come back here and in the meantime ignore the threat letters
