Do Paypal Actually Read Their Own Rules ?

At the bottom of every Paypal e-mail they have the following

How do I know this is not a Phishing email?

Phishing emails tend to have generic greetings such as "Dear PayPal member". Emails from PayPal will always contain your full name.

So why does the latest e-mail received, which went to my spam folder, not have any salutation at all ? Why do they bother setting internal rules to help cut down on fraud when they don't stick to them ? If it hasn't got my full name on it then it is fake, right ?
