Do Paypal Actually Read Their Own Rules ?
At the bottom of every Paypal e-mail they have the following
How do I know this is not a Phishing email?
Phishing emails tend to have generic greetings such as "Dear PayPal member". Emails from PayPal will always contain your full name.

So why does the latest e-mail received, which went to my spam folder, not have any salutation at all ? Why do they bother setting internal rules to help cut down on fraud when they don't stick to them ? If it hasn't got my full name on it then it is fake, right ?

Advertising & other generic that are going to ALL people do not such as
We're making some changes to our PayPal legal agreements email
Looking through history on emails to me, the vast majority do not have my name on.
