Double Yellow lines on an unadopted road that isn't a public highway

Hi, We have an unadopted road outside our house that is a 'no through road' and not accessible to the public, and a portion of the road falls within our boundary lines. The council have put double yellow lines on it and we have asked for them to be removed. The council said they would remove them, but at a cost to the residents in the region of £2000.

The lines were initially requested by the residents years ago to stop the public from parking and blocking our access out to the main road but when they did it they started from the main road and carried on round to the unadopted road and at the time the residents didn't question it and we parked outside our house for years with no issues from the council, or restrictions for any public/emergency services, until one day without warning we started getting tickets

We the residents decided to paint them over but the council came back and repainted them again. They enforce the PCN's and for a while we succeeded in getting them revoked due to the PCN not having the same road name as the TRO.

The Council are now claiming they have amended this so they match now but we don't know how to prove if they have done it.

Where do we need to go to get this lines removed once and for all?

Any advice would be much appreciated, thanks in advance.

    Don't understand "not accessible to the public", is the private road gated?

    If the road falls within the boundary of a wider Parking Control Area then I believe that the LA can impose such controls as they seem fit, regardless of it being private/unadopted.

    My advice is to post your query over on the FTLA parking forum website after reading their posting requirements first, mainly because its an L.A issue

    A LA may enforce a TRO on a private road if the public have access - hence my question about a gate.
