Replacing radiators

OP, we had 3 large radiators replaced in our house by a local heating engineer and he charged about £1,100. British Gas quoted us £3.5k for the same work. Local guy did a great job.

Can I ask why it would need to be looser? Is there something I should be doing with it? I am wondering if it has anything to do with the fact that this radiator doesn't warm up as much as the others.
