    Ooooh sorry. I meant to link you to a thread but now I can only find this similar one, like yours, where an operator lied to keeper appellant that they "can't appeal" and only the driver can:

    Thanks Coupon,

    I intend to respond with the following, after copying in the BPA as suggested on the CUP thread.

    Is there anything I’m missing?

    “Dear Emma and Sara Roberts,

    I have copied in the BPA so that they can see what I’m having to deal with when logging an appeal.

    As per the information I have already provided, 

    I am the vehicle's hirer and keeper for the purpose of the corresponding definitions under Schedule 4 of the Protection of Freedoms Act 2012 (POFA).

    I first received correspondence from your company on 03/02/2026. I made my appeal on 23/02/2026 as per the information you provided me in the Notice to Hirer. This is within the 28 day time frame. The NTH states that the opportunity to appeal is no longer available to the DRIVER.

    The BPA can confirm that I am under no obligation to identify the driver. 

    The NTH is not PoFA compliant.

    ZZPS has failed to comply with regulations, as PoFA has been breached multiple times from the initial point of correspondence.

    Your two options are to either cancel the charge, or provide me with a POPLA code.

    Sara, if you could please deal with this directly, it would be appreciated. This predatory behaviour from ZZPS cannot continue.”

    Hello again everyone,


    It seems that ZZPS have completely ignored my email and have sent me a very scary letter!

    Is it even worth making a complaint or contacting their customer service line? They clearly didn’t bother with my email, so should I just do the same and ignore them?

    As always, any advice is appreciated, thank you!
