If you have a British passport you won't need to do any shuffling to avoid ETA entering the UK.

I've just renewed my IRL passport and was offered the passport card. Have got one just so I can have a "discussion" the next time I'm asked for ID.
Notice now it's only valid for 5 years, bit of an expensive whim.

Same place you get an Irish Passport from.
You have to hold a Passport book (or apply for one at the same time) before you can have a card.

A passport card is a optional choice for Irish passport holders.
You just apply through the official system.
