Letter of claim from dcb legal (on behalf of UKPC) with no previous PCN received

Hi,

I would really appreciate some advice.

I have received 2 letters of claim from DCB legal (dated 19th Jan and 30th Jan) for parking infringements in August and September 2025 (one for parking without a permit and another for parking in a non-designated bay when the visitor bay was full).

I did not receive any PCNs for these infringements. I wondered if the PCN had gone to a previous address so was planning to pay it, but on checking the previous address there are no letters addressed to me for this period.

The total debt amount is £340 and the 30 day period for the 1st letter is fast approaching.

If the PCNs existed then I would pay the fines, but it seems completely unfair to pay an inflated fee without prior PCN. Partner thinks I should just pay it and minimise stress.

I have read through the Newbies post and was planning on contesting the legal proceedings. Am I right in thinking that by starting this process off within the 30 day window, they have to respond prior to issuing any court order?

    Definitely Not fines , just 2 invoices

    The pcns would have been sent to the Registered Keeper address listed on the DVLA database at the time of the incidents. ( not receiving paperwork is no defence. )

    You should respond with the LoC response template to any LoC

    It will only delay the Money Claim, but you should definitely confirm the correct current address for the service of papers, regardless

    That is never a reason to pay a scam invoice from a rogue industry!

    Seriously?!

    No, you wouldn't. Surely not. These aren't fines anyway. There are no circumstances where you'll pay these invoices.

    Do the same as advised on this thread today:

    Ignore one LBC and reply to the other to slow that one down. Makes it more manageable but obviously you don't mention the other LBC!

    You want the first one to go to a claim! That's when you win.

    The Standard practice, thousands of times a day, is obtain the keeper details from the DVLA database, issue a pcn and post it to the registered keeper address by letter post , where it is presumed delivered 2 business days later ( in your case, twice. )

    I can almost guarantee that they did the above, following the Standard business model, probably around 17 million per annum in total

    The usual reason for the defendant to not receive paperwork is moving and not updating their v5c promptly, or at all , with the DVLA, SO your mention of an old address rang alarm bells

    Your V5c has a date on it for the last change, so check it and compare dates

    So assuming that they did the above, as is normal practice, the onus is on the RK to prove otherwise
