CCJ, no claims forms received, correct address

I have read many threads here but I am yet to come across a case just like mine.

I became aware of a ccj (DCBL on behalf of Capital Car Park) against me last week on Thursday 5 February 2026. They obtained the judgement on 3 February 2026.

I received no prior particulars of claim, and my address hasn't changed since before COVID in 2020. My address has been the same from the original PCN time.

I am very aware of the processes leading to a ccj, and I would not fail to submit my AOS form promptly. I have gone through this same process last year with this same claimant, so I am aware of what to do, including promptly returning the AOS for CNBC to process it quickly to avoid a default ccj. In fact, I have a pending case with this same claimant at the county court with a hearing date fixed.

About this ccj, I knew it could come, so I was on the alert to receive the particulars of claim in order to return my AOS promptly. I NEVER GOT THE PARTICULARS OF CLAIM. No forms to respond to were sent to me at my address. I haven't travelled in the period.

I quickly jumped on the phone to CNBC, calling and emailing them. I complained I never got the claim forms before the ccj was issued. They say the claim was issued on 7 January 2026 and I had until 26 January 2026 to respond. I asked how they know the claim letter was posted to me. They say it was sent via an automated system and they don't keep records of postage. They advise I contact Royal Mail to investigate, whilst they provide no evidence of postage.

My options seem to be to pay £313, more than the judgement debt, to set it aside with the only reason that 'I did not receive the claim forms before the ccj', pay the judgement debt to remove the ccj, or suffer the ccj.

Please believe me. I was looking forward to this claim. But I never got the particulars of claim. No forms to respond to prior to the ccj. I have dealt with similar claims with this same claimant last year, so I am quite aware of how these things work. I feel like I have exhausted my possibilities with CNBC, and I feel so powerless when I have done nothing wrong. No quarantee this can't happen again. I could take it as a collateral damage if the letter was posted to my address and it did not reach me because of issues within Royal Mail. But I have a strong feeling something has gone wrong in the MCOL/CNBC system with the claim, leading to the letter never being posted to my address.

I would appreciate any advice forum members may have. Thanks

    Was the first claim from same C, to the same D (you) and re same car & about the same location, just a different PCN?

    Were all the PCNs in play at the time of that first claim, or is this particular PCN event date later than that first claim?

    First claim was from the same C, to the same D (me), different car, same location, different PCN. At the time of the first claim, the second PCN was not in play. The second PCN was issued in July 2025. The first PCN was in 2024 with the AOS submitted in March 2025.
