Pvt PCN- Anybody won an appeal against Charter Place, Hounslow aka Regent Parking aka SolutionLabs?

Reason for Issue: Not registered with a valid permit.

Has anybody won an appeal against them either by appealing to the Landowner, MP or IAS. I had no joy either with the Landowner or my local MP and my appeal was rejected by Regent Parking. The Landowner said they can't help.

This is what I received from my local MP:-
Whilst xxxx can ensure that due process was followed in issuing you with a PCN, she is unable to use her political standing to influence or overturn the outcome of what is an independent appeals process. The process for contesting a Penalty Charge Notice (PCN) is set out in the Traffic Management Act 2004. Chapter 11.21 of the Operational Guidance to Local Authorities for this Act states "elected members and unauthorised staff should not, under any circumstances, play a part in deciding the outcome of individual challenges or representations". Please can experts opine on this point in particular?

Scenario - The driver was waiting in the vehicle throughout the entire period stated on the notice with the hazard lights on. Total duration was less than 30 minutes.

The main parking signage at the entrance simply says "Permit Parking Only". The actual signage with details is located at least 15 feet away from it, inside the private property. Please see attached.

Going by the advice from experts here, it's not worth appealing to the IAS but was curious if anybody had any luck.

    Well it's not a penalty charge notice for a start!

    This was my basis of appeal:-

    Re PCN number: XXXXXX

    I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner as well as my local MP.
    There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close-up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle. If it says "no parking anytime", there is no offer to park for the general public so no contract was offered and the parking operator cannot force a charge under a non-existent contract.
    The driver was in the vehicle throughout the entire period stated on the notice 12-01-2026 (16:41-17:10), and if my memory serves me right, with the hazard lights on. The driver was not "parking" but temporarily waiting in an attended vehicle. This is a fundamental distinction - The driver was present and in control of the vehicle at all times. The vehicle was not left unattended and therefore no parking took place. The charge is therefore inappropriate and should be cancelled. The vehicle’s hazard lights were on, indicating either a temporary stop or emergency. The signage does not explicitly prohibit stopping with hazard lights on, meaning that the alleged “breach” is not clearly defined. Under contract law, unclear or ambiguous terms cannot be enforced.
    Lack of clear contractual terms: Any signage present must form a clear and visible part of the contract. If signs were not adequately visible or did not clearly indicate that stopping while occupied with hazard lights on constituted a breach, the PCN cannot be enforced. Also, your evidence must include the actual grace period agreed by the landowner.
    Proportionality and fairness: The issuance of this PCN does not reflect a genuine pre-estimate of loss, and enforcement in this context may be considered unfair under the BPA/POPLA Code of Practice.
    Conclusion: Given the above, I request the PCN be cancelled immediately. Should this matter proceed further, I will submit this challenge to the independent appeals service, as the circumstances clearly indicate no contractual breach.

    Yep, I have read nothing of the first post as I'm busy multi-tasking right now but I saw the thread title & came here to say that so-called Regent Parking are (we regulars think) an umbrella company and not a parking firm in the usual sense.

    Their website explains, sort of…

    You don't need to 'appeal' against what looks like a rookie PPC 'training' set up.

    I'd say that, because they appear to hawk their signs out to all-comers, even those who have no KADOE online access and would have to do paper forms to the DVLA.

    Regent are IMHO not 'the creditor' and are - we think - unlikely to hold the landowner authority in their name.

    Nor can they sue, if the above is correct.

    TOTALLY IGNORE THEM.

    NOBODY PAYS SOLUTIONLABS.

    If the PCN was postal, please show both sides of it here.

    We want to see the wording on one of theirs. Leave ALL dates visible but cover your data, VRM and any PCN ref and QR codes.

    Yes.

    Reply to the eejit and point out:

    • this isn't a penalty charge
    • It's not a fine
    • It's not from a local authority
    • This MP's office reply is totally wrong
    • There is no independent appeal
    • MPs have a duty to assist constituents in unfair private parking cases which makes up the majority of many MPs' postbags

    Yep you can ignore that and shouldn't have given it the time of day.

    There is no independent appeal from the IPC because the IPC and IAS are both owned by Will Hurley Ltd who has made a fast buck by jumping on the parking bandwagon.

    And as we said, 'Regent' aka Solutionlabs can say they are 'the creditor' until the cows come home but given what their website says, that looks highly unlikely.

    Ignore.

    But do reply to put right your MP, even if just for the sake of your fellow locals because she can't get away with that completely incorrect response!
