TFL penalty charge appeal help

Hi Forum.

I received a PCB from TFL for failure to pay for using the Silvertown tunnel as I was unaware that there was a charge on this route.

I made an appeal through the TFL online system and waited quite some time to hear back. There does not appear to be a way to check up on the progress of an appeal and having not heard anything I assumed it was just a slow process.

I then received a charge certificate letter from TFL stating that as I have not paid the charge, the discounted amount is no longer available and I need to pay the full £270!

I called TFL to find out what was going on. They told me that my appeal had been rejected and that I would have been notified by email. They confirmed the date and time this email was sent, but having checked my email (including junk/spam folders) I have not received this. I explained that had I received it, I would have paid the fine, which at that point should have been £90, but they refused to allow me to pay this and insist I pay the full amount. I asked about continuing the appeal and I was told that I had to submit an appeal to the traffic enforcement centre.

I found the information on this process, which is far from straightforward, and submitted the appeal. I have now had a letter back from the TEC returning my statutory declaration with the following covering letter.

We can't process your forms as they haven't been completed properly.

Why we can't process your forms:

PCN XXXXXXXXXX has not been registered with TEC so we cannot help you. The Local/Charging Authorities send us files to register penalty charges. A PCN will only show on our system if the file has been successfully processed.

I have no idea where I stand now and what my next action should be. Is anyone able to offer any advice please?

    Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on https://ftla.uk (the forum started to replace Pepipoo), as they are the experts on council and police issues.
    You will need register before reading the FAQs, then posting both sides of your PCN with your query.
