Horizon PCN - Start time is showing as 1 minute 57 secs earlier than my booking

    I sent it again today just in case using normal delivery, and got the receipt from the Post Office, so they don't have to sign for this one. I need them to clarify the vague terms on the PCN, as it doesn't make much sense.

    Sorry I forgot to post this earlier but it's been a very busy month:

    I decided to be proactive, went to the retail park after work on 16th Feb (on foot!), took photos of all the signs and went into the cinema to ask them if they knew of anyone who'd received a similar charge. The manager was very helpful and got one of the security team down to review all my documents (cinema ticket, proof that I'd paid for parking and how unclear the PCN was etc.) Even they thought it might have been due to the tiny timing discrepancy at the beginning of the booking but that it was difficult to tell due to the vague wording. There are two different companies that own the two halves of the retail park (no physical barrier in between) but I had parked on the right side for the cinema and used a valid payment method with the app. They also said if a film runs over three hours, I can get them to validate the parking, so no overpaying. I called the security team the next day as they requested and the head of the team spoke to Horizon on my behalf to tell them I was a genuine cinema customer and what had happened with the booking. He said I wasn't the first to be confused about whether the venue can validate parking, which side of the car park is owned by whom, and there were queues etc. when I went into the cinema, so I'd just paid for parking on the day and gone straight in. I'll know for future reference.
    ...Anyway, a couple of days later, I received an email from Horizon cancelling the charge and saying it had been due to an administrative error.
    I am so relieved as I'd never had any kind of parking charge before. Thank you to everyone on this form for all your help in fighting this.
