CPM PCN on "private land"

Hello everyone this is my first post here. I got a "parking charge notice" for parking on a piece of "private land" that my whole street has been using for around 7 to 8 months including myself because I recently bought another car and I dont have enough space on my driveway atm. However, people have only started parking their cars since the parking conditions sign was vandalised around 10 months ago and I assumed the council started to allow people to park there as there's absolutely no space especially after 530pm.

So the week before on the 31st of Jan i had my new car at the body shop and had my old car (polo in picture) on the drive for around the week and then on the 6th of Feb my car was done and moved the polo back to the "private land" that around 10 different cars were using on a regular basis.

What are my options in terms of an appeal? Can I go down the route of saying the signage was inadequate and I couldn't clearly read the signs as they were all vandalised? I also noticed that the letter they sent me has the incorrect incident time/date as the letter states 19:00 whereas the photos they sent as evidence clearly shows 18:51, can this also be used as a defence?

    Just appeal with the photo of the sign and say there was no contract. Repeat the same at IAS stage with that photo. Point out that entrance signs are mandatory in the Joint Code and signs must not be obscured.

    The IAS is a 'kangaroo court' owned by the IPC Trade body owner. 95% of decided appeals are refused. Evidence shows it is clearly not impartial, so expect to lose.

    But you can try it and - in due course - give us the IAS Decision posted in the IAS Decisions thread please. It will amuse us all, if the IAS think that sign is OK!

    Then ignore the laughable threatograms shown in post 4 of the NEWBIES thread.

    DO NOT PARK THERE AGAIN.
