Gemini Parking Solutions - Windscreen PCN - Canary Wharf

Sorry newbie here and i have read the newbies thread i just wasnt sure if id be still be eligible or have the right to appeal since I did make a mistake, id appreciate some clarity.
In Canary Wharf Cabot square there was blue badge parking spot that I had parked several times before as they use to allow x amount of hours free parking. I parked again the other day and not realising they had updated the signage still for the blue badge but now theres a tariff to pay. I am within the window of the 14 day to pay £60…
I had a windscreen pcn (parking charge notice) from gemini parking solutions, I had not paid the tariff so I was thinking its on me and was about to pay it but i just thought to double check here!
Interestingly in the windscreen PCN the location code is different to the code on the signage is there a technicality here that I can get out of this? 😅

Appeal in your capacity as registered keeper, saying you were an occupant of the car and you want to know when the terms were silently altered and why there was no extra sign at the entrance telling disabled users that the terms had recently changed. This site always offered free parking for Blue Badge Holders so when exactly did that new term start?
ATTACH A COPY OF YOUR BLUE BADGE BUT NO WRITING SENTENCES IMPLYING WHO WAS DRIVING.

i sent my appeal to gemini and wrote an email to complain to landowner tonight, though not sure if i reached the right place with canary wharf! (estate.controlcentre@canarywharf.com)
I sent canary wharf this email:"Dear Estate Management Team,
I hope this email finds you well.
I am writing to raise a formal complaint regarding Parking Charge Notice reference XXXXXXXX issued by Gemini Parking Solutions on XX/02/2026. The PCN states the location as Canary Wharf Estate, South Colonnade.
This complaint concerns the apparent withdrawal of a longstanding concession that previously permitted free parking for Blue Badge holders at this location. If this concession has been removed, this constitutes a material change to the parking terms, particularly in relation to disabled parking arrangements.
I request clarification on the following:
* The date on which the disabled parking concession was withdrawn;
* Whether this change was requested or authorised by Canary Wharf Estate;
* What instructions were issued to Gemini Parking Solutions in relation to implementing the revised terms;
* What steps were taken to clearly and prominently notify visitors of this change, particularly at the site entrance.
A significant alteration to established disabled parking terms would reasonably require clear, prominent and unambiguous communication to ensure visitors are properly informed before parking. It is concerning that a £100 charge has been issued where the transparency of such a change is unclear.
As principal, Canary Wharf Estate retains oversight and responsibility for the conduct of its appointed contractor. I therefore request that this complaint is reviewed urgently and that you consider instructing Gemini Parking Solutions to cancel this Parking Charge Notice.
I look forward to your response and confirmation that this matter has been investigated

I received a quick and short reply within 30mins from canary wharf:
"Good Evening
Please raise this appeal and request for information directly with Gemini Parking Solutions.
Their contact details will be available on the PCN issued to you.

I just feel like this wasnt given due consideration by canary wharf!

Follow it up and say this was not an appeal. It is a formal complaint and request for information because it appears they have allowed their agents to impose a material change on disabled service users without complying with the Code of Practice.

You will only get a CCJ if it goes to court, unlikely, you lose, again unlikely, you then don’t pay, very unlikely.

You won't get a CCJ unless you ignore a claim form or move house and miss a claim form. It is impossible otherwise.
Do you mean if you lost at a hearing? If you did lose you'd have a month to pay what the NEWBIES thread already tells you is the worst case.
