    But there are high energy users such as the less mobile and those with health conditions who will notice and be penalised by higher unit rates, regardless of their ability to pay.

    We already have a way of funding social payments with the money needed being raised according to ability to pay, it is called income tax. Surely Income tax is the best way to raise revenue used to support a social tariff reduction because rather than some of those paying not being able to afford it and suffering hardship, instead it is actually directly related to ability to pay.

    I agree with you but think you are also wrong. Unfortunately those in need of utility bill support are often lacking in the skills to prioritise their expenditure and those of use who care for others would be willing to both give them £150 to help purchase energy and then also also end up giving them 150 off their energy bills when it turned out that they had spent the first 150 on other things, rather than see then freeze to death.
