UC-TE and Unlawful Council Tax
Being discussed on Rightsnet today.
A recent High Court Case has ruled It Unlawfully Discriminatory that some councils (with 'banded' CT schemes) have been classing UC TE as 'surplus income' ' which then reduced CTR to zero.
It's technical as usual but the ruling should mean that those who had to start paying council tax due to having a UC Transitional Element after managed migration should now get a recalculation and backpayments as well as ongoing CTR.

It'll be interesting to see if this happens either automatically or even at all, at least without individual Council Tax Support / Reduction claimants having to contact their respective councils.
I have a Transitional Element on my UC and my local council have included the TE as income. My Council Tax Reduction hasn't been reduced to zero but by including the TE as income it has moved me down a band, meaning I have to pay 60% of my Council Tax bill (otherwise it would have been 40%). Prior to moving to UC, I was on income related ESA and got a 100% reduction on my council tax. My income remained the same, all that changed was the name of the means tested DWP benefit I received.
