Walsall Council PCN

Hi All,

I recieved a PCN from Walsall Council for ‘parking’ in a carpark after 6pm. The PCN states the warden observed for 1 minute. There was no 10 minute grace period allowing for signage to be checked etc… My car along with two others were simply unloading for a funeral and as such were not ‘parked’ therefore should not be bound by any parking T&Cs. I plan to request a SAR including associated CCTV footage to substantiate their claim.

My question is, once they have disclosed their evidence, are they able to go back and produce further evidence down the line or will they be limited to only use the evidence that was produced for the SAR request?
