Happy to be corrected. I’ll try and find my source tomorrow, but I don’t think an EIC should be issued by someone who hasn’t completed the ‘design’ or first fix element of the installation. Anyone can issue an EICR but this may not be good enough for Building Control (although pragmatically it may be acceptable in extreme circumstances).

Edit - Link to an EIC form. It requires 3 signatures, one for design, one for installation and one for testing. If you haven’t designed the system and haven’t installed (all) of the system then you shouldn’t be signing off the EIC.

What would you do if the first fit sparks dies?

The Electrical Installation Certificate requires signatures for design, construction, and inspection & testing. But crucially, each declaration is framed as:

“I, being the person responsible for the design / construction / inspection & testing of the electrical installation… hereby certify…”

It does not say “the person who physically carried out the work”. Responsibility can be adopted, provided the person signing has verified the work sufficiently to stand behind it. BS 7671 contains no requirement that the signatory must be the original installer.
