If your turnover is over a certain amount - currently £90K - you are obliged to register for VAT which then imposes a lot of paperwork to claim back the tax on your inputs let alone the actual additional 20% VAT on your final bill for the work you do.
So to use an example, if he paid his occasional day labourer their rate of £150 if he were registered for VAT he'd have to charge me 150 + 30 and add the amount to his turnover which could bring him over the 90K.
For a small business without admin staff it's rather a disincentive to expand.
