Apcoa Station Parking Charge - help!

I must preface this by saying I have read the newbie threads but I am getting somewhat confused and would appreciate a little clarity.

Station car park (southeastern); windscreen ticket; “Parking Charge” (not penalty notice, not Parking charge notice”).
Says car was parked in a permit holders only area before 9.30am (which is the time after which anyone can park in that area).

Car has an autopay account with apcoa which means that on exit payment is taken automatically so the day’s parking has been paid for.

There is no railway bylaws or POFA reference on the windscreen ticket. No mention of keeper or driver. Just the 14 days for reduced amount and option to appeal online. I am at day 14. Do I:

  • wait for the NTK to arrive by post before doing anything;
  • Challenge online by way of keeper appeal (now or closer to day 28?)
  • Do nothing (from my reading it seems this is not the right answer)

If I am to challenge this online, what is the basis given I have not been asked to identify the driver or accept liability as the keeper? Do I pre-empt that? Should I expect to have to deal with POPLA or can I comfortably ignore after the appeal regardless of what they come back with.

The last one I had was easier because it was via post and referred to railway bylaws.

    I'd wait for the NTK but you could use the template appeal now. Either will work as long as the driver is not identified.

    Is this one of the first non-byelaw railway ones?

    It would probably be helpful to post a redacted copy of the windscreen notice @MsYEO if that's possible?

    thanks, I’ll certainly do it when I get home as I don’t have it with me.

    I think I’ve had a windscreen notice from them once before. Their enforcement varies between on foot patrols and remote monitoring via ANPR/camera. They were supposed to be scaling back on foot enforcement when they introduced the cameras but I guess they still do from time to time. I am guessing (although could be wrong) that they still use the byelaw wording on the postal notices (I got one a few months ago).

    I was a bit thrown off by the lack of reference to any legislation or bylaws and also wanted to challenge without revealing the driver (given that the notice was stuck to the windscreen) but on the basis that the fee for parking has been paid and should be taken into account.

    It's only APCOA. Just appeal it as the Keeper and tell them to go chase the driver. Unless you tell them who the driver is, they have no way of knowing. Either way, nothing will come of this.
