Perhaps that is the responsibility of the DCC?

That may be, but the end user can't deal with the DCC directly, it has to be done by the supplier.

I wonder why so many people think the IHD is the smart meter.

Probably because that is what they look at, rather than the box often hidden away in a old, dusty cupboard where the spiders live that has been home to the meters for decades.
Probably because an IHD is considered a smart device as it is a digital, connected, and interactive device that the consumer can obtain their meter readings from
Possibly because IHDs are considered an IoT (Internet of Things) device, just like smart watches are.
Possibly because it is the device that can receive data via a local wireless radio network, similar to a smart tv.
(I know the techies will rightly say an IHD receives its data via HAN rather than WLAN, but these people you refer to are presumably not techies)
Possibly because it has a fancy graphical interface that resembles apps you see on a smart phone.

I can remember MSE reporting that Ofgem originally made a proposal they could be "soon" over 10 months ago:
That Ofgem consultation period closed on 10-May-2025.
This seems yet another example of Ofgem dragging their feet, just like they are with their proposals for suppliers to introduce zero/low standing charge tariff options.
What consumers need is a regulator that acts, not one who makes umpteen proposals, expecting suppliers and others to take time and effort to respond, only for Ofgem to then kick those proposals down the road and eventually into the long grass

A normal IHD doesn't use the Internet.

More likely because of the stupid adverts with “Einstein” and other fools don’t look good with their backsides sticking out of the cupboard under the stairs or outside in the rain trying to photograph the display as it switches from one rate and the next.
