Complicated fine case - please help

Forgive me if I shouldn't have posted this but I've read through a few pages of this forum looking for something that relates to my situation but couldn't find anything that was the same.

Essentially I have just found out about a fine issued CPM for 'parking' at a Hospital on the 13th of December. This has now been escalated to a debt recovery company due to the time passed.

What makes this case unique, is I didn't park at the hospital, I drove through to drop someone off to their appointment, and then I went and sat in my car on a residential road nearby, I then returned to collect them about 40 minutes later from the same place and left.

It seems the ANPR system has taken 2 pictures of my car driving through, one for the drop off and one for the collection, however you can see the car is being driven in the photos.

Other points to mention, The reason I have only just found out is because the letters have been sent to my old address, I thought I'd updated my logbook with the DVLA but it seems that I just changed my drivers licence address.

Another point to mention is there is no first letter, there's one dated 1st of January that says it's a 'final chance before action' and that 'discount' has expired and then the debt collectors letter dated 21st of January saying its gone up again and can't be disputed.

After reading your forum I tried to reach out to the Hospital today on the phone but it just provides an email address for car park enquiries, which I've not yet emailed as I thought I'd post here first.

What is the best course of action for me at this point please?

    Complain to the landowner.

    Complain to the parking company, mentioning double dip (a known issue with anpr) and ask them to locate the in between images of you leaving/arriving.

    Ignore any threats or invoices.

    You definitely should have posted this new thread about it to obtain advice

    Presumably its UK CPM. ? Which hospital. ?

    Ignore the powerless debt collectors letters

    Definitely ensure that both your V5c as well as your driving licence are updated

    Definitely complain about it to the trust, to PALS or the CEO

    You have what is known as a double dipping case, 2 short visits, not one single visit

    Complain about it to the private parking company, stating that they have processed your data in breach of the data protection act, The GDPR, plus they have breached the joint Code of Practice by not checking for orphan images

    Double dips - ANPR flaws - are a common scam. Not unique!

    Tell them (PALS and CPM) the timeline of leaving and returning and say their agent has breached data protection by obtaining your DVLA data and issuing a false NTK without 'reasonable cause'. This is what is known as a 'double dip' PCN and it is unlawful.

    As such, CPM must interrogate all data and all cameras to find the missing 'orphan images' of the vehicle leaving then returning later to pick up the patient. The false PCN must be cancelled and you expect an apology for misusing your data.

    Also worth noting the Hospital told me to deal directly with the CPM company

    search online for the NHS parking principles for staff patients and visitors, this makes it clear that this is the Hospitals responsibility.

    get back to the hospital with this and tell them they are liable for the actions of their agents as outlined in the NHS parking principles, and as such are liable for the breach of UKGDPR
