TFL pcn while doing Amazon flex

hello need your urgent advice. A man in police officer clothing on a cycle gave me a pcn while I was working for Amazon flex. I couldn’t find any parking and had to deliver one package to an apartment block. it was a red route and I couldn’t park there during 7am to 7pm and it was 2pm when it happened. I have attached the photo.

I had a loading and unloading sign on my dashboard. Also the warden/officer didn’t put the actual pcn on my dash as he had only just taken a photo of my car but not placed pcn on car and taken photo as I literally saw him so quickly ran out to the car. He said different rules apply for red route. I was always told to drive away when given a pcn before they place it on dash. I’m guessing different rules apply for tfl issued tickets? The officer did say though you can appeal and send them evidence of your courier app and that you were loading.

any advice welcome do I stand any chance on appeal or should I pay it? Thank you
