Debt collectors letter but PCN never received

As title, I have received a letter from Debt Recovery Plus, offering me an exciting opportunity to pay them £170 as I failed to pay a PCN from Gemini Parking, which I never received to start with. I have checked my V5C and it has correct address. I know the letter is not worth the paper it’s written on so will not be contacting DR+.

Following advice from forum, I have contacted landowners Waltham forest feel good centre (irony), who have asked me to contact Gemini for appeal as they issued the charge. Of course Gemini appealing time has now passed and debt is given to DRP. Even if it was still under appeal window, I wouldn’t expect these Shylocks to do much.

My question is should I contact Gemini to send a SAR and ask for the original PCN? This is to make sure it was sent within the time frame and to be sure they actually sent it. Or should I wait for LBC to come through before sending SAR? I think they never actually sent the PCN as I’m particular about my mail and don’t remember receiving any. And the car was never registered to any other address since it was bought by me. Car was bought one month before the alleged contravention.

    Ignore both of them, no need to email a SAR at this point in time , less information the better for any defence

    Come back to this thread if you receive a Letter of Claim giving you 30 days notice or a Money Claim

    "We cannot contest the charge" but we can take your money plus a 70% unlawful uplift…

    IMHO this firm needs banning.

    Absolute joke that the trade bodies spin the yarn to the MHCLG that this 'pay us or else' extortionate demand is a useful service called 'debt resolution'.

    Once fees are banned things will improve hugely in one fell swoop because there will be no perverse incentive for operators to lose PCNs down the back of the sofa, or refuse to re-issue them when not received, as you describe:

    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
