Yes he has 2 friends who he used to work with as PoA’s. As he hasn’t seen them for a few years my mum didn’t want to involve them in this matter.

She does know how they work as she used to work in a solicitor’s. She has 2 people on her PoA and my dad has 2 on his PoA.

So your mother understands that simply bypassing or ignoring your father's named attorneys is not a realistic option, given his decline?
If able to do so, the rational option is for him to revoke and install a new LPA as repeatedly suggested here. Would he be considered medically fit to do so?

Unless I have misunderstood, the issue concerns an account belonging to your father? In which case, your mother's wishes are not relevant.
