If the envelope has been received it should go into the queue. You will be asked to provide a digital referee (if you haven’t already done so.). Someone should either phone you or email you to ask for details of the lost passport .

It s more than likely that the envelope wasn’t strong enough and the passport has fallen out, not that someone has stolen it. It has no value so I doubt it’s been stolen.

When I had to return my father's passport (still valid) after he passed away I was advised by the Passport Office to cut away a triangular corner, top right, on the first inside page - this denotes it has been invalidated and can be mailed back to them.
