EE plan changed without consent .

If your phone plans are out of the minimum plan period (24 months) then the terms can be changed by the supplier (if they give the contracted notice period). You have the right to end the contract (if you give the contracted notice period) if you don't agree to the new terms, without penalty.
People are often on historical mobile plans that are no longer offered, not unusual for these to change annually or even more often.
Time to start looking for a new mobile supplier, do you know if you can get decent coverage with other networks?
You can try to haggle with EE to get the price(s) reduced but it's better to be armed with cheaper prices from elsewhere. The fact that your broadband contract is up in a couple of months might be mentioned as a bit of extra leverage to you.

But what I don't understand is both phones are on the same bill and on same plan from day one. How can a plan no longer be available for one number but the other number is still on the no existent plan. It makes no sense at all. Each time I've contacted EE asking this they simply can't explain why only one of the numbers has been affected. I could understand the whole plan not available reason if both numbers had been affected but not when only one has been moved to a different plan..It's now 2 months since her number was moved to the more expensive plan and no sign of mine changing.

I'd guess it's because you are still in contract with the broadband (in your name?) so they can't change the contract yet, it might not feel like it but consider it a bonus for yourself. As above, you have leverage to renegotiate mobile and broadband, if no success, switch away both. Hold back on switching your wife so you can utilise both phones and the BB at the same time.

There's no rule that says one plan under a single account can be changed but another not. Might not seem logical but how EE choose which numbers to reassess is not obvious (numeric sequence of number? Usage statistics?)
Not really different to you deciding that you wish to switch one of your mobiles, but not the other, to a different supplier. Which is what you should be considering.
