Restrictive convenient and extension without consent

I'm helping selling my parents bungalow as they need to move to more sheltered accomodation.
About 2 years ago they had an extension built and only got planning permission but didn't get permission from Persimmon and it seems they were under a restrictive covenant
Can this be don't retrospectively ?
could persimmon make them remove it ?

Yes they could be forced to remove it:
What happens if I breach a restrictive covenant?
If you own a property and unknowingly (or otherwise) breach a restrictive covenant then you could be forced to undo any offending work (such as having to pull down an extension), pay a fee (often running into thousands of pounds) or even face legal action.
In cases where an owner has breached a covenant for over 12 months without challenge and subsequently decides to sell the property, they should be able to get restrictive covenant insurance to protect what they have done.

Easiest just to cover it with indemnity insurance. Developers don't generally care about such things after they're off-site, and I would hazard a guess that the rest of the estate is now full of neighbours' similar "breaches".
As above, don't start chatting to Persimmon about it though, unless parents have advice from their solicitors that that's the best way forward.5 -
plenty of people make alterations to the house which should have had permission and indemnity insurance sales do well out of it0
