US equivalent to section 75

Does anyone have any knowledge of what protection the US has similar to section 75 in the UK? Even a good link would help.
My friend in California bought an iPhone on Amazon Renewed from a seller there (so not sold or shipped by Amazon). The seller stated that it was sent by FedEx and provided a tracking number.
FedEx tracking says that it was delivered but she has not received it. The tracking history shows that it was signed for, but by someone whose initials are not hers and she does not know anyone with those initials.
I have reached out to the seller on her behalf but got no response, not even an acknowledgement to her. At the moment Amazon is refusing a refund, I think on the grounds that the phone was sent.
Any suggestions on what she should do would be welcome. At the moment she has no phone (that's why she ordered it), which makes contacting her bank difficult, but I guess she will have to do so. Unfortunately she is short of local friends whose phone she could use, and also has mobility problems that make it difficult for her to go in to the bank.
I would have expected a reliable firm to make contact with FedEx and to take responsibility. We both reckoned that Amazon Renewed would be safe.

FedEx will be able to provide the coordinates of the
signature if not a photo of the door. Credit card companys globally support chargeback but the specifics are by state in the us. Best ask the card company for advice.0
