I am assisting my Mother with writing her LPA. She wants myself and 2 siblings to be attorneys. Can siblings witness each others signatures ?

I would recommend getting everyone together on the same day, and all signing the forms together. That way the same date will be on all the forms, and you won't have to worry about whether you have signed them in the right order. The OPG are very hot on this and regularly reject PoAs where the pages have been signed in an incorrect order. The comments I post are my personal opinion. While I try to check everything is correct before posting, I can and do make mistakes, so always try to check official information sources before relying on my posts.1
