any sign of these "low or interest free loans yet"?

They're not really expected to appear until 2027.

    So no, no sign yet.

If you have a mortgage, some lenders already do zero interest loans for Green upgrades, which would avoid the inflated costs of doing it the other way, but bear in mind that both export rates for solar and low cost charging rates for batteries are not regulated by Ofgem and not guaranteed to last the term of the loan.

It baffles me how they can announce things before they have figured out how to implement them

this is done whilst re-mortgaging which adds it's own inflated costs, unless you are lucky enough to decide on doing the works just as you are about to sort it out a new deal. Also, it's "Some" lenders, not very many from what I've seen

and about the export rates not being guaranteed, I take your point and I guess they will factor that in , export rates will eventually go away in my opinion just as they have in other countries as the amount of solar reaches a certain point, but one thing I'd bet my house on is the unit rate for drawing electricity from the grid will continue to go up for consumers, and therefore the risk of people defaulting on these loans I'd say is going to fairly low
