CEL Claim Form
Hi there, I’ve received a claim from from civic enforcement limited, and I am hoping for some advice with the defence. Redacted claim form is attached below:

The incident involved parking in the car park of a business centre on a Saturday. This car park is usually full up Mon-Fri, but it is empty on weekends. There isn’t any other major mitigating factor other than being unaware of the signage. I understand this isn’t much to work with.
Date of service is 17/01/2026, I am planning to submit the AoS by the 23rd via MCOL following the forum instructions.

With an issue date of 12/01/26 and providing you complete(d) the AoS after 17/01/26 and before or on 31/01/26 your defence deadline date is 4.00 p.m. on 16/02/26There's also a CEL in-house defence to look at.4

Hi there, thanks for all the above advice. As recommended, I’m planning to use the current template defence, with paragraph 3 taken from the linked thread regarding Chan/Akande.
I just had a question regarding the last sentence of paragraph 2 “..save as set out below and to admit they were the registered keeper…” What are the ramifications of adding ‘and driver’ to this sentence?

Depends on if the NTK PCN letter was compliant with POFA 2012 or not, but probably was compliant
If compliant, they can pursue the keeper under that law, regarding liability, regardless of the ending
Sometimes its better to reveal who was driving, so keeper and driver, or keeper but not the driver, or so long ago the defendant can't remember, hence the various endings ( but be truthful. )
