Hi wonder if anyone could help .. I work as a support worker for people with mental disabilities I visit them in there homes
today I visited someone who lives on a street where it is permit only parking
so we have to get there visitor permit from them then put it on the car
it’s in some flats so you have to enter the building which we have a fob for then find are way to the flat and knock and wait for them to answer and then find permit so all takes a good few minutes and can take longer if they are not answering or asleep etc or not remembering where the permit is
so today they took a while to answer and by the time I got back to car to put permit on I had got a ticket all within 13 mins and no sign of a warden .. I rang my office who said just appeal it and that another worker had also gotten a ticket .. but have since found out she appealed but they weren’t interested and she had to pay ! So is there anything I can do ?

Is this a private PCN or a council Ticket?1

James_Poisson said:Is this a private PCN or a council Ticket?Big question - who issued the ticket? If this was a private company, then Jopson vs Homegaurd may come into play.As this was a work issue caused as a direct result of your job then you should be doing this during working / paid hours particularly if the time spent in dealing with this takes you below national minimum wageFrom the Plain Language Commission:

Your employer is not going to pay this for you.It does read like a council ticket rather than private so you need to confirm that before getting any further adviceAll shall be well, and all shall be well, and all manner of things shall be well.

Right. I've deleted my earlier reply. You can't ignore it.janey70 said:Sorry council parking ticket
I would appeal this showing what you were doing and a copy of the job sheet.
You would be better sticking your cars on double yellows on arrival because you get at least 5 minutes from when first seen. Which in reality gives you maybe 10 mins if you look around to check there's no lurking CEO hiding already, as you park.
In a permit bay, you don't get any leeway.
If you use DYL (or a single yellow) instead of a bay at first, you can then appeal based on unloading or whatever, if you are unlucky enough to get a PCN in the minutes before you run back down with the permit.
Then - and only then - move into a bay.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

When my wife was a community nurse she had a sign for her windscreen that said "Nurse Visiting" it held no real weight of course but at least a warden with a little compassion might give a little leeway.I would still take this to FTLA they might have some more advice, being the experts on authority parking tickets:

looks like I will just have to payWhy do you say that, if you appeal as CM said within the 14 day period you have nothing to lose, you need to lay it on thick stating that more time should be allowed under these circumstances or the vulnerable will suffer. You cannot do your job under these conditions, and you cannot afford to do your job when these unfair fines take up the salary you get for the visit. Can you get a photo of the actual permit to attach to the appeal also?

Agree with above do not pay. It is completely unacceptable care providers appeals get rejected under these circumstances. I can recall how long it can take some clients/patients to answer their door and I find it utterly shocking a council's parking appeal dept doesn't understand that or want to.
You must appeal, ask your manager to provide
supporting evidence in the form of a letter confirming your employment and on the PN date you were visiting a client at that address. You can elaborate on timing difficulties encountered without breaching patient/client confidentiality no client's name or house number.
If care providers appeals are to be rejected your employer needs to intervene and raise this problem directly with the appeals dept and whatever Community Care/Integrated Care Partnerships they're part of.
As James_P said above you cannot do your job under these conditions, and you cannot afford to do your job when these unfair fines take up the salary you get for the visit. We need to remember councils (who are also are part of CCPs/ICPs) provide parking permits for their councillors.
If you're a union member I'd also raise it with them.
