'parking fine'

I put a message on forum a while ago and got some good advice (and support) I can't find my original post - but basically, in Oct 22 I got a parking fine from Smart parking in Cornwall because although I didn't overstay the time on the parking ticket, it 'took me too long to pay'. I had to queue, download an app (with bad wifi) and there was a number of people all trying to do the same thing so it took longer than it might do normally. I have Multiple Sclerosis and the car park was basically waste land to not easy to walk on. I appealed the ticket with POPLA because I didn't (and still don't understand how you can pay for parking before you buy the ticket) and feel it is wrong. My appeal was rejected so I started getting letters that were clearly more junk mail and ignored them. Last year (so 3 years later) I got a letter telling me they were taking me to court (I think they had passed it onto another company). I have responded to everything I have received and within the designated time frame. I received a letter - attached to say I hadn't replied to something they had sent but I haven't received anything. I called the CNBC (Northampton) on Friday and was very upset because I received the letter on Friday morning, it is dated 7 January 2026 and has a deadline of 7 days or earlier. I was devasted but eventually managed to speak to someone at the centre who reassured me she would add a note saying I had only just received the letter and that I had not had anything previously. I then completed the long form, scanned it and added to the email which I sent. On Friday at 16.22 I received a postmaster undelivered message. I checked the address then resent. 24 hours later I had another message saying it couldn't deliver - no reason why. I tried to call the Civil National Business Centre again this morning and was caller 31. I hung on and eventually went down to 21 - at which point I was offered a call back (which I had done on Friday and worked), so I took that option however it didn't work and just said I was now 34 in the queue. At this point I hung up. I am 68, carer for my husband who I am trying to shield from this and feel absolutely helpless. There is no way to contact this place or speak to someone easily. I just don't know what to do next, I am so sorry this is long and thank you for reading x
