I don't think it's relevant what the sellers believe the conservation status of the area to be, if you know the actual answer from the council. Sellers frequently get basic stuff wrong or misunderstand the questions (e.g. those who think the council supplies their water, or that they don't have rights over neighbouring properties when the titles reveal they use such rights every day, etc).

But it sounds like the OP has looked at the council website and believes the house is in a conservation area, whereas the seller has said on a form it's not.
So I think it might be a great first step to ask the seller if they can shed any light, as a first step.

No, the actual answer is going to be whatever the council dedicated as the conservation area (which in my council at least is easily accessible on the council's website). It's not something which is debatable, either it is or it ain't. I expect many residents simply won't be aware that they're within the boundary.
As queried above though, was it a conservation area when the panels were installed?

A colleague applied for permission to instal double glazing and found out that his area had been designated a conservation area.
Nobody had been notified of the change being made.
It wasn't a conservation area when he bought his house many years before.
He was able to get double glazing but they had to wood frames and sash and case. Cost him a fortune.

People should follow local issues in the media, which can be more challenging for older individuals who are accustomed to reading local newspapers.
